My girls are very barky at every noise when we're at home (or in a hotel room), but when we're out in public, they rarely make a sound.
Sissy has traveled with me a lot the past 6 months and I've never had a peep out of her while on the plane.
The carrier must be under the seat for take-off and landing, but most times once you're in the air, you can put the carrier on your lap (though they can't come out and the carrier should stay closed). If he remains content under the seat, I wouldn't move him - but if he needs comforting, having the carrier on your lap where you can (hopefully) put your hand inside and talk to him may help.
