I watched a special about it on A&E a long time ago and they were talking to the inmates and each one sounded IN LOVE with their animals and were always so sad to see them go. Remember, Sheriff Joe doesn't allow them visits, phone calls, nothing. They have very strict rules and NO entertainment. These animals bring them joy and companionship and they are very particular about what happens to them. They take them everywhere with them and some even sleep with the inmates! It's all very cool Win/Win!

I'm sorry, to answer your question, yes they are always watched. This is still, a prison with guards etc.
