While it's true that not everyone has large chunks of cash lying around, part of being responsible pet owner is having access to cash or credit should an emergency arise. Many people recommend having one credit card set aside for that purpose. While we can't predict the future, I believe it's irresponsible to have a pet, and absolutely no way to pay for emergency medical treatment. If you can't save or buy insurance, how are you going to afford to make payments to the vet? I don't think these people are necessarily "bad" people, but they are what I would call "irresponsible".
