I adopted a maltese rescue once that did this incessently! It drove us batty! No scratching, just gnawing at the paws and a "B.O" that would not go away despite all shampoos. I didn't find much on the topic, except allergies- most likely grains. That's what got me into researching grain free and raw diets. Even benadryl and mits for his paws. Unfortunately none of that helped him. The vet could also find nothing wrong. IT was terribly frustrating. We finally gathered it must have been an anxiety issue, perhaps from his earlier years.

It wouldn't hurt to try grain free and then raw. It won't hurt him. If that doesn't work maybe have him tested for intestinal yeast overgrowth.
