I would allow a neighbor to give my dog a treat if I had given them the treat in the first place and I trusted the dog not to bite and the neighbor to not do anything stupid. Yorkies should always have a person outside watching them anyway, so the kids shouldn't really have a chance to feed your Yorkie anything if you are there watching...
