What a shame! If I had the funds and lived closer, I'd take him and work with him.

I don't believe the behavior can't be changed. Five years old is still fairly young. If he could be given to a STRONG "pack leader" who would be able to lead him properly, I'm sure he could get better. It just takes time and patience, along with discipline and exercise. Guarantee you with just an hour long walk a day, things could improve greatly and he's probably not being corrected for his barking and snapping.
