I think, at this point, he needs more than just watching him. I would take him to the vet ASAP and get him inside the house. If you can't because of your FIL, honestly, i would just leave before jeopardizing (more) the health of the puppy. And next time visiting i would consider boarding insteed o leaving him outdoor jailed (or running free without supervision). It is a matter of common sense IMO
