There was some discussion on this either here or elsewhere a while back, and some people say it can be dangerous, depending on the breed and the dog's personality. They can develop an obsessive-compulsiveness because of it.

I just came back to this post to talk about how I saw an episode of Dog Whisperer with a dog that was OBSESSED with all changes in light because of someone playing with the laser pointer when he was a little puppy. Hahaha, it was cracking me up watching it. I hope you all can catch a rerun of it!
