Cutting the hair shorter would help reduce matting if that's what you want to do. What shampoo/conditioner do you use? Does she have a silky or cottony coat? Dog clothes and harnesses cause matting too. You might want to try a leave in conditioner to help reduce matting. You could trim the legs with scissors or you could use clippers if you want them shorter. Do you have a photo?
