I sell on ebay and if they had included Insurance they would be reimbursed!
I always encourage Insurance just for this type of instance! and unfortunately
just out of the knidness of your heart and feeling guilty you want to refund the money! But sometimes Bidders have received their item and will try to claim they have not received it! without them paying for insurance it is not your fault and should you refund the money to this person you not only lose the auction item you loose the refund and sellers fee.
