Sounds like my house!!!
I just started whistle training my yorkies. I started by just whistle and treat. Now when they bark excessively then I whistle and they come for a treat. It still does not work all the time, but it's a work in progress!!! I dont mind them barking (thats just what yorkies do) it's when they keep barking for a loooooong time!!
