Just because a male is neutered does not mean he won't react to a female in heat in the same household. We've even heard members report stories of their neutered males tying with their females when they were in heat.
Also, your intact male may still get aggressive with your Dobie. Intact males get very stressed when there is an intact female in close proximity. They often stop eating and have even been known to get aggressive with their humans during this time.
I have read many posts here about two
neutered males fighting when a female is in heat.
