I don't know what breeders you asked but I see all kinds of misinformaton from breeders about the parti gene, like "if the dog had 10% more white he'd be a parti". If the dog only has 1 gene responsible for parti coloring from 1 parent, it's a carrier no matter how much white it has. A full parti has to have 2 spotting genes (1 spotting gene from mom and 1 from dad). Parti's are homozygous for passing that gene on to all of it's offspring and parti carriers are not - carriers will pass the gene on to approximately 50% of it's offspring.
Dad is most likely a traditional but mom sounds like a parti carrier. In order for a parti colored pup to be in the litter both parents would have to be parti carriers and it looks like your pup got one parti gene from parti carrier mom.
