I understand that Featured breeds do have to pay a yearly fee, in addition to being a donating member and Yorkietalk says this about them:

The health guarantees and the Yorkie selling contract must be viewable by any potential buyers. So basically that just means that they have to have been a breeder for a year or have seen two litters being born. They have to offer a 1 year health guarantee, and the guarantee has to be seen in writing on their web sites, but that isn't near enough for me. Just think back about some of the new "breeders" who joined YorkieTalk a year ago, they are now eligible to become "featured breeders. I'm just saying that when I read the" requirements" to become a featured breeder, I was shocked. I had the impression, it meant something much more.
