I may sound like a B@$#% by saying this...but if I were you. I would politely knock on your neighbor's door and tell them that there is a leash law. If they choose to disregard the leash law again you WILL call the police and they WILL fine them.

Large (unfamiliar) dogs are a real threat to our little ones.
