You are right; I think this probably happens too. AKC only requires DNA testing for breeders that produce over a certain number of litters a year. That's why it's important to find an ethical breeder, and that's no easy task. Asking questions about why they are breeding can help you determine of their primary goal is to of sell dogs, or if they really are a dedicated breeder, trying to improve the breed.
