I don't really think it's "cruel and heartless" as much as it is pointless.
It's already banned in certain countries so that's proof it's obviously an unnecessary procedure and I'm sure it will be banned in the U.S. eventually.
Dogs didn't have to get their tails chopped off in their natural habitat so why do it to them as pets? If keeping poop out of their tail is the best reason, it's not a good one.
