One other thing I do is keep an eye out for dogs generally when I have Thor out. If they are giving Thor The Look, I'll pick him up, even if they are leashed.
I do take Thor out quite a bit, and as a smaller dog, he gets away with a lot more. Maybe just take Missy out for leashed walks in your neighborhood to start?
