That 's exactly what I do. I live in NH and we get some very cold winters. Calleigh refuses to go out in the snow or rain..She is trained for both and it works out just great. Now that the weather is better she goes outside more. If she goes on the pad in the house, that's fine too. She's two yrs. and that 's the way it has been. I don't mind it at all. I bought her all kinds of winter coats and she hasn't used one.
