that since I want him to be outdoor the I should not use the wee wee pads indoor because he will think its ok to use the bathroom indoors.

I take him outside to use the bathroom and praise him when he does but since I never know when he has to go I use the wee wee pads inside so when he does it will be easy to clean up. Also, what about when the weather is bad outside. Is it just best from him to be both outside and inside trained. What do you think about this?
