Are you sure you aren't mistaking this "attacking behavior" as playing? Puppies will go after anything it wants to play with. My boys will constantly go after our big dog's face.. I just can't see a 9 week old even knowing what "attacking" is. If your dog is cool then I doubt you have anything to worry about. If the puppy is bothering him, he will let puppy know.
