Keeping your dog on a leash while inside the park makes your dog end up feeling more vulnerable, and end up snapping or cowering from fear. From my experience most dogs on the small dog side (up to 25 lbs.) are usually from 10-25 lbs. I've been at the park when people bring their 5 lb. and under dog to the park thinking the dog is fine when it is reacting to other dogs, when in reality they just aren't reading the body language of their dog correctly and the dog is actually very uncomfortable in that situation.
