It's great that you got that little guy out of harms way and your taking care of him. But I feel you may be judging the owners to harshly. He may have slipped out the door before anyone could catch him hence not having collar or tags. Someone may have stolen him and taken them off and he managed to get away from them. He may be depressed because he misses his owner. I hope he either comes out of the depression or you somehow can find his owners.
