I would say yes, go ahead and get one. That way he'll get used to it. You should train them to walk with a harness/on a leash inside your house anyway before you actually go outside. You want to get a good one though, as I bought some from Wal-Mart (I have 2 yorkies) and the harnesses gave both of my puppes sores on each of their chests. Obviously I stopped using those & brought them back to the store for a refund! I found that a lot of pet stores will allow you to bring your pet into the store to get the fitting right. If you do that, chances are you will get the right fit. Good luck!
