Usually a dogs testes descend into the scrotum, from where the develope in the abdomen, by the time the dog is two months old.
If they fail to descend into the scrotum, then a condition known as cryptorchidism
is diagnosed. It is best to remove these non-functioning/non-descending testes as they can cause a mired of problems later.
Your pup is still so little, that I would suggest having a vet palpate for them.
They might be there, just so small, that no one can tell.
