If you have a fan, place a pan of cold water (with ice if possible) in front of it. It's an old-fashioned way of cooling.

Also, a cold wet towel on the back on the neck is a cooling technique for humans...not sure about dogs.

Well, duh...I guess if you don't have power, you can't run a fan. What was I "not" thinking?
