I tried holding it close but I was so afraid he was going to damage his neck. I'm really nervous about trying the leash again, although I know it has to be done. Unfortunately there are some pretty big stray cats outside my home right now(not that I have anything against cats

It sounds like you need a harness! A collar can definitely hurt a yorkie's delicate neck.
