Oh it looks like she took the video down, too bad. It really depends if you are making double or single loops, or just a simple puppy bow. This link has some good instructions for one type of bow.
Hair Bow Instructions You can even practice on a stip of paper, looping it as many times as you want, and measuring the paper. As I recall a puppy bow was no more than 4 inches and a double bow was about 8. Ribbon that is 5/8 of an inch in width is a good size for an adult bow.
