I'm not sure that I'd like for Ellie's vet office to ask a question like this but at least they aren't wasting time trying to figure out how far the owner wants to go. There are people who take their animals to the vet and say, "It's just a dog." There is nothing the vet can do about it either. And some people don't have financial considerations. They would just as soon charge it and pay it off monthly if it means their dog's life.
