We just returned from a trip to CA and every flight we were on carry on had to be checked at the door of the plane due to the overheads being full before everyone boarded the plane. Good news you don't have to pay the baggage check fee when that happens. Since one is your purse and the other a live animal I don't think they would make you do anything. The dog wasn't a problem on the plane but some seat switching went on just the same on one flight. One person didn't want to sit next to a dog and the other said they were allergic.
