are you sure it is not play growling?
when my kids really get into playing, it can sound like someone is dying with all the noise they make!
i just watch them and make sure no one is being too rough and if i hear yelping, it is time for mom to move in and calm down the play a bit.
i just think with 2 babies as young as yours are, they are just rough housing and having a good time!
