I have used Meg's carrier in place of my purse and still had a large backpack carry on, so I would think you'd be fine. Anything carrier small enough to fit under the seat of a plane will probably be purse-size anyway. If you're worried about it, just carry the dog carrier on the side farthest away from the flight attendant and drape part of it in a lightweight sweater or something.
