Any two dogs that have spent a lot of time together, may act like that. Take them to a vet, have him scan them for microchips to check for owners and information. The vet can tell approximate age by looking at their teeth at other traits. The vet should be the first stop for any dogs you find and intend to keep. Just make sure no one has stolen them and then let them go far from home. You might want to post a general location where the dogs were found -- someone here may know of missing Yorkies in the area.
