Sounds like you are on the right track to me. I can't offer much except take her every place dogs are allowed. Since she apparently does well in the car, just car rides will get her out, introducing her to smells, noises and things she wouldn't come into contact with otherwise. This will really get her used to things she would normally be afraid of. I am sure in time she will be fine she is lucky to have such a caring Momma. Why did her first owner not socialize her?
