I find that dogs who are pee-pad trained often have a problem differentiating between pads and rugs. Not always the case but happens a lot it seems. Is there NO way you could begin training her to go outside? If not, I would suggest treating her like a puppy again for a while. Confine her to an x-pen or to certain rooms without carpet or rugs. A kitchen or something. Gate it off somehow. Begin potty training all over again. Treat her EVERY time she goes on the pad and watch her closely. If she looks like she's gonna poop, pick her up and place her on the pad. When she goes, praise praise praise and treat treat treat. I would do this for 30 days until she is consecutively going on the pad all the time, both poop and pee. Then slowly give her more freedom!
