I think the dog walker, & a vigorous early morning walk are good ideas.

I would also get him an x-pen. It may take some time to get him used to it. Try short periods with a treat to get him in, toys to play with, & a bed. I give Gus a stuffed Kong when I put him in the pen. He then focuses on getting the stuffing out of the Kong, & after that's accomplished it's sleepy time. My rationale for the x-pen is that he should be sleeping most of the day. With the full freedom of your apartment he's distracted. You might be able to put the pen in an area where he is comfortable with the surroundings, but barking can be minimally heard outside the apartment.
