Welcome to YT! Try putting the pad in a cat little box. There are cheap ones at walmart about $3-$4. Fold the pad in half with absorbent side out, and it fits perfectly. He will have to jump in to pee or poop. Also sometimes they miss the pad or it leaks off, so this solves that problem as well!
