Large volume breeders who sell their puppies
wholesale, not retail, have to be licensed by the USDA. Missouri has more of these facilities than any other state so it has been nicknamed the Puppy Mill Capital of the US.
Large scale breeders who sell puppies directly to the consumer don't have to be licensed by the USDA. They are usually regulated by state laws.
