I think you are confused about what your breeder said. Yes, breeders use them on unaltered adult males because they will mark in the house, but puppies are too young to mark. They have to be sexually mature to start marking, usually around six months.

Putting belly bands on a puppy is like having a baby in diapers. He will just get used to wetting himself and you will never get him housebroken.
