A puppy mill is the term used to describe large volume commercial kennels, puppy factories, who produce puppies for the retail pet market. They are regulated by the USDA which has minimum care standards these facilities must follow set by the Animal Welfare Act. Some follow the standards, many don't so conditions vary, but they all have one thing in common. Puppies are raised like livestock and receive little human contact and socialization.
