It's pretty common for dogs to stall out, and there's no one reason why. Is it possible that something is scaring your guy, or he had a scary experience in the past? Does he always stop in the same place?

There are a couple things to try; one, just carry him for a few blocks, and see if he's more interested in walking then.

Thor does not like to walk for the sake of walking. I made this big effort to walk him first thing in the morning and last thing at night, and he was just not that into it. He only likes to walk if (1) he thinks he's going somewhere fun, like a park, or somewhere they give out dog treats; (2) if we're headed home; or (3) if we're somewhere new. A nice, regular walk around the neighborhood is not his thing.
