I saw that you have sedatives on your list, even though you aren't planning to use them. This is just my opinion, but I'd rather have a barking dog on the plane than a sedated dog. It's supposed to be really risky to sedate a small dog on a plane, and unless you have sedated her before and know how she reacts, I wouldn't dare do it on a plane.
Also pack some Nutrical just in case your dog has trouble adjusting to eating in a new environment. I have doctor's prescription sticker on my tube so I can take it on the plane. Your flight prob isnt' more than 4 hrs though, so I doubt you'll need it.
