Tail docking is when a yorkies tail is cut shorter by the breeder usually. It's awful and has been banned in the uk but still goes on unfortunately. Some people seem to prefer shorter tails on yorkies and although mine has a docked tail I would have prefered him to have a normal one, it wasn't my choice. as for dew claws being removed I'm not familiar with this as mine has them and they haven't been a problem.
