Don't worry about the vet bill for now. Concentrate on getting Dante better. The owner of the dog who attacked Dante is responsible for the bill. Make sure you report the attack to Animal Control in case you have to take the owner to court.
It's a miracle Dante wasn't killed. When they shake them the way you described, they are trying to break their neck.
