Fleas have taken over our lives.

we live in small town Ms.. before Sadie, our small 3 pound Yorkie, we have only had large dogs..
when we first got Sadie eveything was all good.
We have a lab and a lab mix outside, and a beagle and Sadie stay inside.
I feel so bad but the big dogs, it doesn't seem that the fleas effect them, but Sadie.. she is constantly scratching. we have tried everything!! dipping, flea shampoo, constantly vacuuming.. and and flea collars. everyday i brush her with a flea brush and then kill the fleas with soapy water like instructed. i just don't know what to do!! she has hot spots on het arms pits and belly! and the other night she woke me up scratching so furiously! someone ... PLEASE HELP!
