Your baby's hydrocephalus looks to be quite large. I had a puppy with it, but it wasn't quite as bad. She was on prednisone and Metacam for quite a while. She did go on to make a full recovery and her head did eventually close.
I'm surprised that your vet didn't want to put her on anything.
