Since your clipping him before the bath make sure you clean and oil your clipper blades after each use. Your clipping "dirty" hair so it can be harder to clip and not give clean lines, plus it can dull your blade. Have you tried running the clippers over the area again after the bath? wonder if that might help. i can't think of any other reasons why the blade wouldn't go through his hair there.
