This happens when they have the true silky hair, which is what you want them to have. My one biewer has hair like that(it's really not supposed to be silky like a yorkies, but, it is, the other 2 biewers have hair that mats up as soon as you touch it, but, is gorgeous if you can keep the mats out. The one I keep short, but, I just don't want to cut Tootsies, as she is so tiny and I'm afraid she would look like a rat with no hair.
