Default Weather Conditions

I am concerned about what is the safest temperture to take our Yorkies outside in the heat? Where I live, we have already been in the triple digits. I know not to take Suzi Outdoors in these extreme temps. Today, it is overcast . It is, in the 90's today. Suzi was out on the balcony for a couple of min. with me and she was panting just within a brief time .I had her going inside quickly. What is the max. temp? How about indoors? I keep the inside at 72 -78 degrees. We don't like it Hot. I am so worried about heat stroke outside for these little dogs . Suzi has so much energy and loves to be outdoors, but, isn't too dangerous? Or am I leaning on the too cautious side?
