Default Puppy afraid to go outside

Toby cant go out properly yet because he hasnt had all his jabs, but we try to leave the doors open when we are outside so that he can look out at us from the doorstep, and can get used to smells, noises etc. He wont step out at all.

When I take him out in my arms, he trys to hide, and eventually starts crying. When I set him down on the doorstep, he huddles into a ball between my feet.

Is this normal? He is 11 weeks old. When I got Millie at 14 weeks, she just loved being out on the grass. (she had been kept in a shed in a concrete yard before I got her).

Is it just a matter of slowly perservering?
